Verification Disclaimer

A "Provisional" credential (40h) does NOT constitute professional readiness or a final Master License.

Public verification confirms the authenticity and integrity of the credential record (signature, payload). It does not imply that the holder has met the full requirements for the 120h Final Master License. Provisional status is explicitly marked in the payload with is_license: false and a warning string.

Relying parties must check the credential type and locks_state before treating the credential as a full license. No representation is made that a 40h provisional credential alone qualifies the holder for any professional or regulatory purpose.
